Six Arrested During Shasta County Operation Boo Halloween Compliance Checks
Six people were arrested after law enforcement conducted 22 Halloween night compliance checks across Shasta County during Operation Boo, a multi agency effort focused on registered sex offenders under probation or parole supervision.

Six people were arrested in Shasta County on Halloween night after local and state law enforcement agencies carried out Operation Boo compliance checks in Redding, Anderson and other parts of the county.
The Shasta County Sheriff's Office partnered with the Redding Police Department, Shasta County Probation and California State Parole for the October 31st, 2026 operation.
Authorities conducted 22 compliance checks throughout Shasta County. Six people were arrested during the operation, including three registered sex offenders who authorities said were found in violation of probation or parole conditions.
Those arrested were:
Darek Jacob Streeter, 35, of Redding, on suspicion of possession of a controlled substance and violating the terms and conditions of parole and probation.
Billy Ray Bates, 50, of Redding, on suspicion of violating the terms and conditions of parole.
Andrew Geovante Gallegos, 34, of Anderson, on suspicion of violating the terms and conditions of probation.
Zachary Charles Russell, 38, of Anderson, on an outstanding warrant.
Justin Scott Underwood, 45, of Redding, on suspicion of possession of a controlled substance.
Dylan Jacob Vanburen, 33, of Redding, on suspicion of obstructing law enforcement and an outstanding warrant.
Operation Boo is a longstanding Halloween enforcement effort designed to check compliance among registered sex offenders who are under probation or parole supervision and subject to restrictions involving contact with minors.
According to the Shasta County Sheriff's Office, special Halloween conditions can include keeping exterior lights off, displaying no Halloween decorations and not handing out candy. The Sheriff's Office said supervised offenders covered by the operation were also subject to a Halloween night curfew requiring them to remain inside their homes and restricting who they could answer the door for.
The local operation was part of a much larger statewide public safety effort.
The California Department of Corrections and Rehabilitation reported that more than 285 parole agents and 160 local law enforcement partners participated in Operation Boo across California on October 31st. Statewide, authorities conducted 478 compliance checks and home visits.
CDCR reported that 85 percent of supervised sex offenders checked during the operation were in compliance with their parole conditions. Seventy four supervised people were arrested statewide for allegedly failing to follow special parole conditions.
CDCR says Operation Boo has been conducted for more than 30 years. State parole conditions for applicable supervised sex offenders included remaining indoors from 5:00 p.m. October 31st until 5:00 a.m. November 1st, keeping exterior lights off, not offering Halloween candy and displaying no Halloween decorations.
The Shasta County Sheriff's Office said the goal of the local operation is to reduce concerns for parents taking children into neighborhoods for Halloween activities while also ensuring people under supervision follow the conditions placed on them.
The Sheriff's Office thanked the Redding Police Department, Shasta County Probation and California State Parole for participating in this year's operation.
An arrest does not constitute a conviction. Anyone arrested or accused of a crime is presumed innocent unless and until proven guilty in court.
